Occupancy Certificate (OC) in Pune

An Occupancy Certificate (OC) is issued by the planning authority once a building is complete. It confirms the building was built as per the sanctioned plan and is fit to live in. In Pune it is issued by PMC, PCMC or PMRDA, depending on where the building is.

OC vs completion certificate

A completion certificate records that construction is finished as per the approved plans. The OC is the permission to occupy the building. Buyers should ask for both, and for a ready flat the OC is the one that matters most.

What RERA says

Under the Real Estate (Regulation and Development) Act, 2016, the promoter is responsible for obtaining the completion or occupancy certificate and making it available to buyers (Section 11). Once the OC is issued, the buyer is expected to take possession within two months (Section 19).

Why the OC matters to you

• It shows the building is legal to occupy.
• Permanent water and electricity connections and society formation usually depend on it.
• Lenders commonly ask for it before funding a ready flat.
• When you sell later, buyers and their banks will ask for it.

Part OC

In phased projects the authority may issue an OC for some towers or floors only. Check that your tower and floor are covered.

How to check an OC

1. Ask the builder for a copy and match the building, wing and floors.
2. Look up the project on MahaRERA; registered projects upload approvals and certificates.
3. If in doubt, verify with the building permission department of PMC, PCMC or PMRDA, or ask a property lawyer.
